Do we own the code?

Yes, in your repository and your hosting accounts from the first commit. Ownership after final payment is standard; access from day one is what actually protects you.

How long does a custom site take?

Eight to sixteen weeks for a substantial marketing site or portal. Apps depend heavily on how much of the back end already exists.

Can you rebuild without losing our SEO?

That is a specific piece of work: URL mapping, 301s, structured data parity and a crawl comparison before and after. Skipping it is how rebuilds lose traffic.

Is Arabic RTL handled properly?

From the first sprint, not retrofitted. Mirrored layouts, Arabic typography, bilingual URLs and hreflang are part of the build, which is why the Arabic side does not read like a translation.
